The Coast Guard is finalizing regulations previously published 

as an interim rule on January 13, 2006. The interim rule was published 

to amend the maritime personnel licensing rules to include new security 

requirements when mariners apply for original, renewal, and raise-of-

grade licenses and certificates of registry, but was never published as 

a final rule. The Coast Guard is finalizing the one remaining section 

of the interim rule that has remained unfinalized, which is the 

definition of a dangerous drug.

This final rule is effective June 28, 2012.

rule was published to enhance the application procedures for the 

Merchant Mariner Licensing and Documentation program, which were 

necessary to improve maritime safety and promote the national security 

interest of the United States, but was never published as a final rule. 

The Coast Guard is finalizing the one remaining section of the interim

of the rules in this part.

DATES: This final rule is effective June 28, 2012.

NMFS will begin their public listening sessions and science workshops related to our status review of 82 coral species in response to a petition from the Center for Biological Diversity (CBD) to list 83 coral species as threatened or endangered under the Endangered Species Act (ESA). The purposes of the listening sessions are toexplain to the public the process and information we are using to decide whether listing one or more of the 82 corals species is warranted, and to allow opportunity for the public to provide us with additional information that may further inform that decision. The purpose of the science workshops is to provide the opportunity for additional individual expert advice and public input on the science relevant to our decision concerning the 82 species of coral being considered for listing under the ESA.

The National Marine Fisheries Service (NMFS) proposes 

revisions to existing regulations governing the confidentiality of 

information submitted in compliance with any requirement or regulation 

under the Magnuson-Stevens Fishery Conservation and Management Act 

(Magnuson-Stevens Act or MSA). The purposes of these revisions are to 

make both substantive and non-substantive changes necessary to comply 

with the MSA as amended by the 2006 Magnuson-Stevens Fishery 

Conservation and Management Reauthorization Act (MSRA) and the 1996 

Sustainable Fisheries Act (SFA). In addition, revisions are necessary 

to address some significant issues that concern NMFS' application of 

the MSA confidentiality provision to requests for information.

The meeting will be held Tuesday, June 12, 2012, from 8:30 a.m. to 5:30 p.m., Wednesday, June 13, from 8:30 a.m. to 5:00 p.m., and Thursday, June 14, from 8:30 a.m. to 12:00 p.m. These times and the agenda topics described below are subject to change. We, the U.S. Fish and Wildlife Service (Service), announce a public meeting of the Sport Fishing and Boating Partnership Council (Council). A Federal advisory committee, the Council was created in part to foster partnerships to enhance public awareness of the importance of aquatic resources and the social and economic benefits of recreational fishing and boating in the United States. This meeting is open to the public, and interested persons may make oral statements to the Council or may file written statements for consideration.

The chairs and executive directors of the nation’s eight Regional Fishery Management Councils (RFMCs) met in Hawaii and concluded their three-day Council Coordinating Committee (CCC) meeting. The CCC is convened annually to enable the National Marine Fisheries Service (NMFS), NOAA officials and others to exchange information with the RFMCs.

NOAA's Fisheries Service released the 15th annual report to Congress on the nation's Status of Stocks. More than any a previous year, the Status of Stocks report for 2011 underscores the strength of the science-based management process and demonstrates we are actively turning the corner on ending overfishing and rebuilding our nation's fisheries. A record number of stocks were declared rebuilt in 2011, with a decrease in both categories of overfishing and overfished determinations.

The U.S. Department of the Interior, on behalf of the interdepartmental National Invasive Species Council, is searching for new members to the Invasive Species Advisory Committee (ISAC). The Secretary is requesting nominations for qualified persons to serve as members of the ISAC. Members will to provide advice to the National Invasive Species Council (NISC) on a broad array of issues including preventing the introduction of invasive species, providing for their control, and minimizing the economic, ecological, and human health impacts that invasive species cause. 

Nominations must be postmarked by June 18, 2012.
